What Is an MOI Letter?

A Medium of Instruction (MOI) letter is an official document issued by your previous school, college, or university that confirms the language in which your courses were taught. If your prior education was conducted entirely โ€” or substantially โ€” in English, many UK universities will accept an MOI letter as a substitute for a formal English language test such as IELTS, PTE Academic, or TOEFL.

The MOI waiver route is particularly significant for students from Nigeria, Bangladesh, Ghana, India, Kenya, Zimbabwe, Malaysia, and other countries where English is an official medium of instruction. It can save applicants hundreds of pounds in IELTS test fees and months of preparation time.

Who Can Apply for an MOI Waiver?

To be eligible for an MOI waiver at most UK universities, you typically need to demonstrate:

  • You completed a minimum of 2 years of secondary or tertiary education taught exclusively in English
  • The institution where you studied is officially recognised in your country
  • English was the medium of instruction โ€” not merely a subject taught alongside other languages
  • Your graduation or leaving certificate was awarded within the past 5 years (some universities require within 2 years)

Students from Nigeria are among the most commonly approved: WAEC and NECO qualifications are gained through English-medium secondary schools, and Nigerian universities typically teach entirely in English. Similarly, Bangladeshi students who attended English-medium institutions can frequently obtain MOI waivers.

How to Get an MOI Letter

Your MOI letter must come from your previous institution โ€” not from a third party or recruitment agent. Here is the standard process:

  1. Contact your registrar or academic records office at your school, college, or university.
  2. Request an official letter on headed paper, signed by an authorised officer (registrar, principal, or academic secretary), confirming:
    • Your name and student ID
    • The programme you completed and dates attended
    • That English was the sole or primary medium of instruction
  3. Have it stamped and signed โ€” an unstamped, unsigned letter will almost certainly be rejected.
  4. Obtain multiple certified copies โ€” different universities may each require an original or certified copy.

The process typically takes 1โ€“2 weeks at most institutions. If your institution charges a fee for official letters, this is usually modest (equivalent to a few pounds).

UK Universities That Accept MOI Letters (2026)

The following universities are known to accept MOI letters as an IELTS waiver for eligible students โ€” though requirements vary by course level:

  • University of Sunderland โ€” widely recognised for accepting MOI letters from Nigerian and Bangladeshi students. Undergraduate requirement equivalent to IELTS 6.0.
  • University of Hertfordshire โ€” accepts MOI for eligible programmes at both undergraduate and postgraduate level.
  • St Mary's University, London โ€” MOI waiver available for applicants from approved countries with English-medium education.
  • Teesside University โ€” accepts MOI letters for students from countries where English is an official language.
  • University of Huddersfield โ€” MOI waiver accepted on a case-by-case basis for postgraduate applicants.
  • Coventry University โ€” one of the most accessible institutions for MOI applicants; approved at both UG and PG level.
  • University of West Scotland โ€” accepts MOI letters for students from English-speaking countries.
  • Anglia Ruskin University โ€” MOI waivers accepted for a range of programmes; requires institutional stamp and registrar signature.
  • University of Derby โ€” accepts MOI letters alongside other English language evidence.
  • Robert Gordon University, Aberdeen โ€” MOI considered for postgraduate applicants from recognised English-medium institutions.

Limitations and Important Caveats

The MOI route is not universally available. Here are the key limitations you must understand before relying on it:

  • Russell Group universities generally do not accept MOI letters. Universities such as the University of Manchester, University of Edinburgh, University of Bristol, UCL, King's College London, and Imperial College require a formal English language test โ€” typically IELTS 6.5 or higher.
  • Healthcare and social work programmes often require IELTS regardless of MOI. Nursing, medicine, social work, and teacher training courses are regulated by professional bodies (NMC, GMC, SWE) that mandate specific IELTS scores.
  • Some universities require IELTS 6.0+ even with an MOI letter for postgraduate programmes, using the MOI only as supporting evidence rather than a complete waiver.
  • The waiver is at the university's discretion. Even at universities with an MOI policy, admissions teams can request formal test scores if they have concerns about an applicant's English proficiency.
  • It does not affect your visa application. For the Student Visa, UKVI accepts MOI letters as English language evidence for visa purposes โ€” but only if your university also accepted it for admissions. You cannot use an MOI letter for the visa if your university required IELTS.

MOI vs IELTS: Which Should You Choose?

If you are eligible for an MOI waiver at the university you want to attend, and your target course does not require IELTS, the MOI route is faster and cheaper. A standard IELTS test costs approximately ยฃ200โ€“ยฃ220 in Nigeria, Bangladesh, Ghana, and India. If you need to re-sit, costs mount quickly.

However, if you aspire to attend a more prestigious university or study in a professional field, investing in IELTS is worthwhile. An IELTS score of 6.5 overall opens far more doors than any MOI letter.
